The game ends in North American rules when (1) one player plays every tile in his rack, and there are no tiles remaining in the bag (regardless of the tiles in his opponent's rack); or (2) when six successive scoreless turns have occurred and at least one word is on the board.
The first lasts from the beginning of the game up until the last tile in the bag is drawn; during this phase, it is not known what the other players' tiles are, and the game has an element of randomness.

Example Scrabble tournament game - Wikipedia, the free encyclopedia
The following game of Scrabble was played between John Chew and Zev Kaufman on June 15, 1997, as part of an NSA-sanctioned tournament in Toronto, Canada.
This late in the game, it is important to run simulations all the way to the end of the game, to correctly account for issues of endgame timing, specific utility of tiles, and hotspot values.
He feared that it might set up a big play in row 14, and he wanted to get rid of the G and O that he thought might hinder his endgame, but that is not enough compensation for the loss of points.

Those of you who'd like a game with more scoring chances may play the variation that allows players to replace a blank on the board with the letter (from your rack) it represents.
The boxed rules mention that the game is over when a player uses all of his or her tiles and there are no more tiles to draw.
Example: Player #1, with 323 points, ends the game while Player #2, with 320, still has EMP on his rack.

The game is played with two to four players on a square (or nearly square) board with a 15-by-15 grid of cells, each of which accommodates a single letter tile.
At the beginning of the game, and after each turn until the bag is empty (or there are no more face-down tiles), players draw tiles to replenish their "racks", or tile-holders, with seven tiles, from which they will make plays.
In most game situations, this penalty is much lower than that of the "double challenge" rule; consequently, such tournaments encourage a greater willingness to challenge and a lower willingness to play dubious words..

Writer's Block, Feature, The Sum of its Letters, Scrabble Isn’t Just a Game about Words - Spring 2004
Although top Scrabble players may know more words than most of us—as many as 14,000, which is about seven times the number of words that make up the average vocabulary—they don’t necessarily know their meaning.
Scrabble contains two basic mathematical elements: the element of probability—the ability of players to keep track of what letters have been played in the game and anticipate which ones their opponent likely has; and what Stefan Fatsis, the author of Word Freak, an exploration of tournament Scrabble, calls the geometry of the board.
All of these additional words should make serious Scrabble players happy, even if it means revising their word lists and memorizing new words, because more words can only increase the probability of creating words, scoring points, and winning games.

Those who are the best at the game, Professor Ellickson says, not only have excellent word knowledge, but are also good at "rack management" -- that is, playing a word that both scores a large number of points and also is likely to lead to a good play on the next turn.
Professor Ellickson recalls, for example, the time he gambled on his last turn by playing the word SPEEL, not certain it was a real word but knowing that the play was his only chance to win.
