This concept of allotting nations EEZs to give better control of maritime affairs outside territorial limits gained acceptance in the late 20th century and was given binding international recognition by the Third United Nations Convention on the Law of the Sea in 1982.
The Exclusive Economic Zone is an area beyond and adjacent to the territorial sea, subject to the specific legal regime established in this Part, under which the rights and jurisdiction of the coastal State and the rights and freedoms of other States are governed by the relevant provisions of this Convention.
The EEZ of France covers approximately 8% of the total surface of all the EEZs of the world, whereas the land area of the French Republic is only 0.45% of the total land area of the Earth.

With respect to such fishing beyond the outer limits of the exclusive economic zone, States concerned shall maintain consultations with a view to achieving agreement on terms and conditions of such fishing giving due regard to the conservation requirements and the needs of the State of origin in respect of these stocks.

These related to: the issue of residual rights in the exclusive economic zone; the rights of land-locked and geographically disadvantaged states to the resources of the zones of their neighbouring states; and the question of peaceful settlement of disputes arising out of the exercise of sovereign rights by the coastal states in the zone.
The regime for the exclusive economic zone is sui generis.

In simpler terms, it is a zone under national jurisdiction (up to 200-nautical miles wide) outlined in the provisions of the 1982 United Nations Convention of the Law of the Sea, within which the coastal State has the right to explore and exploit, and the responsibility to conserve and manage, living and non-living resources.
The EEZ resources may be entirely contained within the EEZ limits and be managed solely by the coastal state in conformity with the provisions of the 1982 United Nations Convention of the Law of the Sea.
Some of these resources may, however, extend beyond the EEZ boundaries, into the neighbouring exclusive economic zone (shared stocks) requiring sharing and management agreements with neighbouring coastal states.
