The authority for its existence is provided by the Royal Letters Patent Constituting the Office of Governor-General of New Zealand (http://www.dpmc.govt.nz/cabinet/manual/letters_patent_constituting.html), sections VII through X. Officially, the Executive Council exists to advise the Governor-General; it was the counterpart to the Legislative Council, the now-defunct upper house of the New Zealand Parliament.
To be an Executive Councillor, one must normally be a Member of Parliament (this was codified in the Constitution Act of 1986).
The Executive Council's primary function is to issue regulations, which operate under the authority of "the Governor-General in Council".

These positions provided him with the intellectual resources and relationship-building skills required to steer the former Medical Research Council towards an organisation that fulfilled the functions and expectations central to the Act that established the Health Research Council of New Zealand in 1990.

The Chair of the Board of the HRC, Emeritus Professor Graeme Fraser, said today he was very pleased to announce the appointment of Dr Robin Olds, B Med Sc, MB Ch B (Distinction), Ph D, FRCPA to the position of Chief Executive of the Health Research Council of New Zealand (HRC).
Prior to being appointed to a Chair in Pathology at the University of Otago in 1994, Dr Olds held a number of positions, including a Nuffield Dominions Fellowship at Oxford University and a Research Fellowship at the Institute of Molecular Medicine, Oxford University.
His overarching research interest is in the molecular genetics of human disease and he has a significant track record as a productive researcher in New Zealand and the United Kingdom.
