Until the advent of responsible government, Executive Councils existed primarily to advise the governor of the colony, dominion or realm.

Newfoundland, one of the four Atlantic provinces of Canada, consisting of the island of Newfoundland and, on the mainland, a coastal portion of the Labrador region.

Experiences in other jurisdictions have demonstrated the effectiveness of coordinating councils in removing barriers and it was decided that this was the appropriate route to follow - thus the formation of the Newfoundland and Labrador Council on Higher Education.
Membership on Council consists of senior executives of the Department of Education, Presidents and senior representatives of public post-secondary institutions in the province, and a K-12 school district representative.
