An Executive Council in Commonwealth constitutional practice based on the Westminster system exercizes executive power and is the top tier of a government led by a Governor-General, Governor, Lieutenant-Governor or Administrator (all "governors").
Until the advent of responsible government, Executive Councils existed primarily to advise the governor of the colony, dominion or realm.
These Councils have almost the same functions as the Privy Council in the United Kingdom, and accordingly, decisions of the Cabinet gain legal effect by being formally adopted by the Executive Council.

On October 8, 2003, pursuant to section 3 of The Legislative Assembly and Executive Council Act, 1979 (Saskatchewan), the twenty-fourth provincial Legislative Assembly was dissolved by the Honourable Lynda M. Haverstock, Lieutenant Governor in Council.
Pursuant to section 31 of The Election Act, 1996 (Saskatchewan) a Lieutenant Governor's order was passed directing the Chief Electoral Officer to issue a writ of election to the Province's fifty-eight (58) constituency returning officers enabling the Saskatchewan electorate to go to the polls on November 5, 2003.
Saskatchewan's current constituency boundaries were enacted in 2002 under The Representation Act, 2002 (Saskatchewan), based on the recommendations of the Constituency Boundaries Commission, 2002 (the "2002 Commission"), as established under The Constituency Boundaries Act, 1993 (Saskatchewan).

At the council's opening session, the general secretary of the Anglican Church of Canada thanked the Episcopal Church for a $250,000 gift after lawsuits initiated by former students in native Indian government schools that church administered bankrupted one Canadian diocese and severely depleted the resources of several others, as well as the national church.
Executive Council also committed itself to undertake the standard eight-hour anti-racism training required of the whole church before the end of 2005.
