The Expediency Discernment Council of the System (Persian: مجمع تشخیص مصلحت نظام), is an establishment in the Constitution of Islamic Republic of Iran.
Its purpose is to resolve differences or conflicts between the Majlis and the Council of Guardians, and also to serve as a consultative council to the Supreme Leader.
As of 2004, the council is headed by Ali Akbar Hashemi Rafsanjani.

The Guardian Council of the Constitution (شورای نگهبان قانون اساسی in Persian) is a high office within the constitution of the Islamic Republic of Iran which has the authority to interpret the constitution and to determine if the laws passed by the parliament are in line with the constitution of Iran.
If the Majlis and the Council of Guardians couldn't decide on a case, it is passed up to the Expediency Council for a final decision.
The current chairman of the council is Ayatollah Ahmad Jannati, deputized by the lawyer Abbasali Kadkhodai.

The Chairman of the Expediency Council is former Iranian President Ayatullah Ali Akbar Hashemi Rafsanjani.
The role of the Expediency Council was to settle the differences between the views of the Council of Guardians and the Islamic Assembly.
As long as the Leader is not declared, a council composed of the President, Head of the Judiciary and one of the Faqihs (jurisconsults) of the Council of Guardians chosen by the Majma-e- Tashkhis-e- Maslahate-e- Nezam shall collectively discharge the functions of the Leader on a temporary basis.

The Expediency Discernment Council of the System (EDCS) was established on February 6, 1988 upon the orders of Imam Khomeini to overcome the differences of views between the Islamic Consultative Assembly (Majlis) and the Council of Guardians.
The Expediency Discernment Council should have an active and significant secretariat to prepare the cases that are to be discussed in the sessions and to make necessary arrangements.
The Council is duty bound to draw up, in its early sessions some comprehensive regulations pertaining to the manner of formation of sessions, putting forward and approval of subject matters, as well as other details, and then send the same to me for my approval.
