  Identifying Infallible Statements (This Rock: September 2001)
Recently, I came across an instance where a was trying to make hay with the papal bull Exsurge Domine, and I thought the case might be instructive for seeing the delicacy with which such matters have to be treated.
Exsurge Domine (which takes its name from the first two Latin words of the document’s opening sentence: "Arise, Lord, and judge your own cause") was the 1520 papal bull rejecting forty-one propositions from Martin Luther’s writings.
Because we can't know that, Exsurge Domine does not infallibly define the theological status of this proposition or the others that it treats, meaning that it cannot be used to attack the doctrine of papal infallibility.

The Latin title, Exsurge Domine is translated into English as Arise, O Lord.
While the bull did not directly condemn all the points of Luther's doctrines, it did specifically demand that Luther retract 41 of his 95 theses as well as other specified errors within sixty days of its publication in neighbouring regions to Saxony.
The Vatican's copy of Exsurge Domine is still extant in the Vatican Library.

It was issued on January 3, 1521 by Pope Leo X to effect the excommunication threatened in his earlier papal bull Exsurge Domine (1520) since Luther failed to recant accordingly.
Luther had burned his copy of Exsurge Domine on December 10, 1520 at the Elster Gate in Wittenberg, indicating his response to it.
There are at least two other important papal bulls with the title Decet Romanum Pontificem: one dated February 23, 1596, issued by Pope Clement VIII, and one dated March 12, 1622, issued by Pope Gregory XV.

1513-1521) issued the Bull Exsurge Domine (Arise, O Lord), condemning Martin Luther for forty-one doctrinal errors and threatening him with excommunication if he would not recant.
It is instructive to note the nature of the time and the personality of the Pope at the beginning of the long-overdue Reformation, since it was Christ who said, "He without sin among you, cast the first stone" (John 8:7), and it was Christ's Vicar casting stones at Luther.
Luther, inhibited by neither Exsurge Domine nor his excommunication, outlived the next two Popes.

The Florentine pontiff Pope Leo X, the 217th successor of Peter, in the seventh year of his eight-year papacy during the turbulent times of the growing Protestant Reformation, sought to curb the errors, erosion and exodus of so many by soundly condemning the heresy spread by the Augustinian Monk Martin Luther.
