  Determining Extension Program Economic Benefit Values
Valuing impacts or results of Extension programs is often difficult.  However, with appropriate information in hand, one can do a reasonably accurate job of estimating program values.  In this fact sheet, one or more of the factors listed may be useful as a general guide for estimating the economic value of program impacts.
To estimate the value of an Extension education program that provides the knowledge and skills for mill operators to finish lumber, one could calculate the difference in the value of the rough lumber compared to the finished lumber, minus the costs associated with the finishing process.
Extension educators provide clients with information on ways to reallocate available funds within their businesses to produce a greater level of return, and that higher rate of return can be used to estimate program value.

 Instrument Development for Low Literacy Audiences: Assessing Extension Program Personnel Teaching Effectiveness
Extension program personnel across the state indicated the need for an additional group form designed for clienteles with low literacy levels (e.g., youth, low-income individuals, senior citizens, immigrants).
Specific objectives of the study were to: (a) describe the evaluation instruments and constructs used to write the low literacy instrument, (b) outline the procedures followed for establishing content and face validity of the low literacy instrument, and (c) report the reliability coefficients calculated for the instrument.
Extension program personnel are constantly reminded and encouraged to reach unrepresented groups in their programming efforts.

 Extension's English Language Program To End
The program, from its inception, met a need of an important segment of the university's international audience, and at the beginning the English Language Program was among a limited number of English language training providers.
All Extension programming units reviewed their curricula according to strategic criteria that included (1) focusing on upper-division or post-baccalaureate levels of instruction, (2) corresponding to campus programs or strengths, and (3) reflecting a partnership with campus.
All programs have the prerequisite of a bachelor's degree and an appropriate TOEFL (Test of English as a Foreign Language) score.

 Evaluating Extension Program Effectiveness: Food Safety Education in Texas
The three basic steps in program planning and evaluation are (a) developing a set of clearly defined objectives, (b) determining the procedures/methods to accomplish the objectives, and (c) identifying evaluation techniques to measure the extent to which program objectives are met by the methods and materials used in program delivery (Issac & Michael, 1981).
The purpose of the study was to determine the extent to which program participants changed their food handling or food preservation behaviors after attending Extension programs presented during 1992 and 1993.
The percentage who processed their jellies using a boiling water canner increased from 32% before the program to 49% after the program, while the percentage using a boiling-water canner to process pickles increased from 64% before the program to 77% after the program.

 Cornell Applied Research and Extension Program Councils and Work Teams
They are an important segment of research and extension support, providing a unique source of funds that can be locally directed.  In 1999 about $4 million was allocated to 280 projects involving 225 faculty; another $845,000 supported 42 projects, as well as departmental support.
The Cornell University Agricultural Experiment Station and Cornell Cooperative Extension have long recognized the value of broad stakeholder input.  Our emphasis on effective stakeholder involvement is born out of Cornell’s assessment of what is right to do, not simply a response to legislated mandates.
