I was thinking about asking the GM to put a small eyrie in the Yftelan Wood (described on page 43 as "The jungle-like forest died on the day of the Devastation, but seems to have come back to life, twisted by the magics that fueled its demise."
IIRC, there was also an eyrie in the Western Mountains at one point, and it was destroyed by the Nagah - This could have been the original home of the Gandharva tribe.
OR you could have them come from an "unnamed" eyrie on a small island that was outside of the Veil.
