  Governor Ezequiel Cabeza de Baca y Delgado
Ezequiel C. de Baca was married on December 14, 1889, to Margarita C. de Baca at Peña Blanca.
Ezequiel C. de Baca said that the law requiring all lands to be fenced to keep out livestock was unjust, because it imposed an unnecessary burden on small farmers who could not afford to fence.
Ezequiel strongly recommended that the existing law be abolished and replaced with one fair to both the farmer and the rancher.

 La representacion politica
Dentro de su respectivo ámbito de competencia son los responsables de asegurar el puntual cumplimiento de las disposiciones legales en la materia y de los acuerdos y resoluciones de los órganos electorales superiores, así como de dictar las resoluciones y lineamientos que la ley les confiere.

De trabajo anterior expuesto podemos concluir que la representación política, es el fenómeno por el cual la Nación a través de técnicas diversas, principalmente la elección, designa a cierto numero de ciudadanos para que, ante la imposibilidad de hacerlo por si mismos participen en la creación de la voluntad estatal.

Ezequiel C De Baca was born November 1, 1864 at Las Vegas, New Mexico, the fourth son of Tomas and Estefanita C De Baca.
C De Baca served as Deputy Clerk of the First District Court in San Miguel County, and was elected the first Lieutenant Governor of New Mexico in 1911.
C De Baca was Democratic presidential elector in 1912 and chairman of the New Mexico Delegation to the Democratic National Convention in July 1916.

Extending from the eastern flank of the Sangre de Cristo Mountains to the Texas Panhandle border on the east, the county boasted 24,204 of the state's 153,593 residents.
Since the Caballeros de Labor were continually accused of being associated with the Gorras Blancas, the labor organization sent a committee headed by Nestor Montoya of La Voz del Pueblo to speak with the governor to disclaim the accusations.

Ezequiel C. de Baca and Antonio Lucero, who were both members of the Las Vegas Literary Society, were elected to two of the highest positions in state government.

The man behind the measure was Capt. Saturnino Baca, a prominent and noble legislator from southern New Mexico.
Much later, in 1917, a De Baca County was established on the Pecos River, with its seat at Ft. Sumner.
Other men who achieved permanent fame by leaving their names on New Mexico counties were Joseph C. Lea and Charles B. Eddy, both ranchers and developers in southeastern New Mexico; and Miguel A. Otero Sr., banker, politician and railroad promoter.
