The most prevalent theory in the 1980s was that it was the designation of the stealth fighter whose development was an open secret in the aerospace community.
It also should be noted that Jane's began using the F-19 designation for a stealth fighter project by Lockheed in 1984.
In 1988, Microprose released a computer game entitled F-19 Stealth Fighter, which to this day remains the definitive computer simulation of stealth air combat.

This is the old Testors (Italeri) 1/48th scale F-19 Stealth Fighter.
The stealth fighters used in the story are described as looking like the Testors kit, and the pilots are said to refer to the aircraft as the "Frisbee".
This is a great little kit that (in spite of being "stealth") really stands out on my model display shelves.

F-19 Stealth Fighter hearkens to an earlier age when a 1MB PC (notably the Amiga) was the hottest gaming machine on the market, and though its gloss is somewhat faded now when compared with more recent Gouraud-shaded simulators, F-19 Stealth Fighter still offers one thrilling ride.
So, even considering the holes in the simulation - keep in mind that the real stealth fighter wasn't yet built - the game took on the nature of a "thinking man's sim", a real departure from the reflex-heavy simulators of the time.
Although the F-19 was adequately armed (free-fall and guided bombs, Vulcan 20mm cannon, and over a half-dozen missile types for land, sea, and/or air), the electronic profile and stealth elements were so well done that it was often more fun to avoid a dogfight than to engage in one.
