The "jewel in the crown" of the F3000 season was traditionally the Pau Grand Prix street race, rivalled for a few years by the Birmingham round.
The Formula Nippon series, unlike European F3000, featured a lot of competition between tyre companies, and tended to feature highly-paid drivers (both local and European) in cars that tended to be more developed and tested than those in the European series.
Several Grand Prix teams established formal links with F3000 teams to develop young drivers (and engineering talent); these relationships varied from formal "junior teams" (such as the one McLaren set up for Nick Heidfeld) to fairly distant relationships based mostly upon shared sponsors and the use of the 'parent' team's name.

F3000 was created in 1985 and it replaced the 2 Litre, 6 cylinder Formula Two.
International F3000 started as a fairly open Formula, with V8 3 Litre-engined cars, shod with Avon slicks, racing on a mixture of Grand Prix and Club circuits, but it has evolved into a very restricted Formula with only one chassis (Lola) and one engine (Zytek) homologated since 1996.
Unlike International F3000, Formula Nippon is not a one chassis/one engine Formula, but the majority of chassis are Reynards, while the majority of engines are Mugens.

Making F3000 a cheaper series is easier said than done, and rest assured it'll take longer to do than passing this law will.
Only reason Bernie wants F3000 compulsory is because it's high profile and it's popularity is flagging, and I have a feeling that it somehow affects his pocket if F3000 doesn't do well.
If F3000 is made mandatory (and I suspect it will) then they need to change the rules regarding the minimum dimensions of the F1 cockpit so that a team would not be disadvantaged if they took a person like Wilson on board.

Any team currently in International F3000 which completes this season is guaranteed an entry to the new championship, and there has been interest from a number of teams currently racing in lower series such as Comtec, Fortec and Eurotek.
However, some of the teams are revolting over the escalating costs thereof, and may approach the FIA to continue the F3000 championship for another season as reported on GrandPrix.com...
The new series is supposed to attract many of the current F3000 teams and perhaps others from the Formula Renault V6, Nissan World Series and Formula 3 series.
