Finally, in our judgment, FBI counterterrorism managers had a tendency to rely on their experience and professional judgment regarding the overall terrorist threat and did not value a formal written assessment that uses a structured methodology.
Further, the FBI's Strategic Plan has not been updated since 1998 and does not conform to the counterterrorism priorities in the Department's November 2001 Strategic Plan, the FBI Director's new priorities, or the Counterterrorism Division's approach to develop the maximum capacity to deal with the terrorist threat.
Yet, we believe that the professional judgment of FBI officials is not a substitute for a formal and comprehensive written strategic assessment of the threat and risk of terrorist attacks in the United States.

A Phoenix FBI agent's request for a canvass of U.S. flight schools for al Qaeda terrorists was formally rejected within several weeks of his July 10 memo, after mid-level officials at FBI headquarters determined they did not have the manpower to carry out the task, sources familiar with the memo said yesterday.
The request was forwarded to counterterrorism chiefs at FBI headquarters and the New York field office, but one of the terrorism units in Washington decided by early August that the document's suggestions were largely unworkable in the midst of more immediate cases, sources said.
Officials said that the FBI counterterrorism division was swamped with urgent matters, including a large volume of intelligence reports indicating a possible attack, and the investigation into the terrorist bombing of the USS Cole in Yemen.

Counterterrorism has always been a top priority for the FBI, but today it is the Bureau's overriding mission to prevent acts of terrorism before they happen.
The FBI's Counterterrorism Division collects, analyzes, and shares critical information and intelligence with the proper authorities to combat terrorism on three fronts: 1) international terrorism operations both within the United States and in support of extraterritorial investigations; 2) domestic terrorism operations; and 3) counterterrorism relating to both international and domestic terrorism.
FBI and Yemini investigators proceeded with interviews, and a large amount of physical evidence was shipped back to the FBI Laboratory for examination.

The FBI counterterrorism center was established to combat terrorism on three fronts: international terrorism operations both within the United States and in support of extraterritorial investigations, domestic terrorism operations, and countermeasures relating to both international and domestic terrorism.
The subjects of counterterrorism investigations are being added to the file daily and are accessed by other Federal, State and local law enforcement agencies whenever these agencies access the system for the purpose of running criminal history checks on individuals of interest to their own investigations (i.e., during routine traffic stops).
Under the FBI's mission of prevention, the top priorities of the Counterterrorism Division continue to be 1) enhancing the level of analytical support to the counterterrorism program; 2) enhancing the FBI's capability to electronically share information/intelligence and 3) enhancing the FBI's field offices capacity to respond to terrorist issues.

Protest groups charge that FBI counterterrorism officials have used their expanded powers since the Sept. 11 attacks to blur the line between legitimate civil disobedience and violent or terrorist activity in what they liken to FBI political surveillance of the 1960's.

September 12, 2001 (Computerworld) WASHINGTON -- The FBI Counterterrorism division here has issued an advisory to all public- and private-sector members of the InfraGard program to beef up physical and cybersecurity efforts in the aftermath of yesterday's deadly terrorist attacks.
"The FBI has no information of any additional specific threats directed against additional targets or critical infrastructures in the United States; however, infrastructure owners and operators should be at a heightened state of alert and should implement appropriate security measures -- both physical and cyber," the advisory states.
The FBI advisory is mandated by an executive order signed by President Clinton in 1996 that established the President's Commission on Critical Infrastructure Protection (see story).
