In short, the design of this study is to verify the validity of the FCAT results and then to determine whether those schools that most imminently face the prospect of having to compete to retain their students who have been offered vouchers experience the greatest gains in their FCAT scores.
The Stanford 9 (or FCAT NRT, as it is described on the web site) was administered in 3rd through 10th grades, but the reading results from 10th grade were discarded because the state determined that there was a difficulty with their design.
In the case of the FCAT results, however, regression to the mean is not a likely explanation for the exceptional improvement displayed by F schools because the scores for those schools were nowhere near the bottom of the scale for possible results.

To analyze the program’s impact on public schools, we collected school-level test scores on the 2001—02 and 2002—03 administrations of the FCAT and the Stanford-9, a national norm-referenced test that is given to all Florida public school students around the same time as the FCAT.
During the 2001—02 administration of the Stanford-9 (which was administered at about the same time as the FCAT test used to assign these schools’ last grade), the students in these schools scored in the 25th percentile nationwide in reading and the 32nd percentile nationwide in math.
In mathematics, the gains made by voucher-eligible and voucher-threatened schools relative to low-performing non-F schools on both the FCAT and the Stanford-9 were nearly as large as their gains relative to all other schools in the state.

Going into the 2002-03 administration of the FCAT, which is the focus of this study, 129 schools had received at least one F and ten schools have had their students become eligible for vouchers since school grading based on the FCAT began in the 1998-99 school year.[2]
The average scores for these schools on the 2001-02 administration of the FCAT, the administration on which their last grade was based, were 240.3 in reading and 252.4 in math on a scale of 100-500.
Our results on the FCAT are reported as the cohort change in mean scale score on a scale of 100-500 and our results on the Stanford-9 are reported as the cohort change in national percentile rank.

If the school fails again any time during the next 4 year period it is labeled a "failing school." When this happens, the parents have the option of removing the child from that school and receiving a tuition voucher of several thousand dollars to pay for private education elsewhere.
Another way to pull up our "FCAT All Stars" is to simply sit down one-on-one with each student and ask them begin reading the words on the FCAT Test Vocabulary.
