FEPC was the most significant breakthrough ever for Blacks and women on the job front.
In the private sector the FEPC was generally successful in enforcing non-discrimination in the North, it did not attempt to challenge segregation in the South, and in the border region its intervention led to hate strikes by angry white workers.
In 1948, President Truman called for a permanent FEPC, anti-lynching legislation, and the abolishment of the poll tax.

The head of the WMC, Paul V. McNutt, was not sympathetic to the goals of the FEPC and began to limit its activities, according to Kersten.
One of the most important activities of the FEPC was helping to negotiate settlements in these cases (in an appendix, Kersten provides a list of hate strikes in the Midwest that were settled with the aid of the FEPC).
More generally, Kersten says that the FEPC provided advice and aid to employers who were seeking ways to integrate their plants, in the hope of avoiding such walkouts.

The FEPC was set up by Roosevelt to ward off the projected March-On-Washington in the summer of 1941, and was a concession without any teeth in it.
Despite its impotence, the FEPC was the object of much opposition, especially from the Southern Democratic poll tax bloc in Washington, who hated it as a symbol of the government’s right to “encroach” in any way on the right of the states to treat the Negroes as they please.
This opposition resulted, in the summer of 1942, in Roosevelt’s transfer of the FEPC from the jurisdiction of the White House to that of McNutt’s War Manpower Commission,whose finances are controlled by Congressional committees largely dominated by the poll taxers.

Abstract: I studied tactics by males to detect fertile females and achieve forced extra-pair copulations (FEPC) and female responses to FEPCs in a non-migratory, asynchronously breeding population of White-cheeked Pintails (Anas bahamensis) in the Bahamas.
FEPC attempts directed at neighboring females were more likely to occur during the female's fertile period than FEPC attempts directed at non-neighbors and a large proportion (44%) of FEPC attempts involved neighboring pairs.
Females vigorously resisted FEPC attempts by repeatedly diving, flying away and hiding and were sometimes chased to exhaustion.

From 1943 to 1945, 83 FEPC cases were filed involving the Brooklyn Navy Yard: 44 by fl men; 18 by fl women; 19 from Jewish men; and two others.
Of these, 54 were dismissed by the FEPC on their merits; 7 were withdrawn by the complainants, and 22 were deemed by the complainant to be satisfactorily adjusted.
The number of fl and other minority workers in the navy yard grew during the war to about 5500, but they were part of the duration-and-six-months temporary force and most of them were let go with all the others at war's end.

The MOWM began in January 1941 when A. Phillip Randolf, president of the Brotherhood of Sleeping Car Porters issued a call for 10,000 fls to march on Washington to demand jobs in the defense industry and to end the segregation in the armed services.
McNeal, an organizer for the St. Louis Brotherhood of Sleeping Car Porters, and David Grant, an attorney, organized the St. Louis branch of the MOWM in the spring of 1942.
The FEPC opened an office in St. Louis in October, 1944 and had one of the heaviest case loads in the nation.
