The primary purpose of the FHSAA is to serve the high school students of Florida through an educationally sound program of interscholastic athletics, sponsored and approved by member schools.
FHSAA Bylaw 9.1.1 defines an interscholastic contest as "any competition between organized teams of different schools in a sport recognized by this Association." All such contests are subject to FHSAA Bylaws as well as the guidelines, regulations, policies and procedures adopted by the Board of Directors for that sport and in general.
FHSAA does not allow for player/coach contact outside of the sport specific season, which includes fall ball and league teams that are their own athletes.

FHSAA commissioner proposes slight changes to schedules | BonitaNews.com
FHSAA commissioner John A. Stewart announced today he will recommend to the FHSAA Board of Directors that the seasons for all fall sports be adjusted slightly to mirror the later school starting date effective with the upcoming 2007-08 school year.
In football, the FHSAA Office will work with schools that are in the second year of two-year contracts with out-of-state schools to adjust their district schedules off district playing weeks as necessary to honor their contractual commitments.
If the FHSAA is going to change the start date of the fall season, they need to follow through and change the start date of all seasons -- that would make sense, but the FHSAA has proven time and again that making sense is not a top priority for them.
