Now Fide ratings starts at 1400 (but they have plans to move down up to 1000).
FIDE rankings start at 2200 and there is no such thing as 1500 FIDE which is as ridiculous as saying that there is a 20K professional.
If the ratings are the same (Chess 1800, Go 2k or 5dan) it should not matter for the winning probability which style you apply or have.

 ECF - FIDE Rating
It is a FIDE requirement that "to be included in the FRL or FIDE Rapidplay Rating list, a player must be a member of a national chess federation which is a member of FIDE" (FIDE Handbook B.02, paragraph 16.1).
The ECF will only submit a game for FIDE rating if both players of the game are members of a national federation.
It is essential that to enter FIDE rated events membership of the ECF is necessary for FIDE rating purposes.

The FIDE Rating system is a numerical system in which percentage scores are converted to rating differences and vice versa.
If an unrated player receives a published rating before a particular tournament in which he has played is rated, then he is rated as a rated player with his current rating, but in the rating of his opponents he is counted as an unrated player.
Results of all international competitions must be submitted for rating unless the original invi-tations have made it clear the event was not to be FIDE rated.

FIDE members are national chess federations, and according to FIDE Statutes A.01.1.2 it observes strict neutrality in the internal affairs of the national federations.
However, the committee is of the opinion that conflicts regarding rating and title issues are under the mandate and jurisdiction of the TRC, QC and the GA/EB, once they have been submitted to FIDE for rating and title purposes.

 How to run a FIDE Rated Event
Running an event that will be rated by FIDE is not difficult and does not add a great deal of extra work to that needed to organize, run, or report an event for USCF rating.
The FIDE handbook, rating lists and a copy of the current FIDE rules should be reviewed by any TD who desires to run FIDE rated events, especially when FIDE rules are used.
FIDE has restrictions on both the number of rounds per day and on the time controls used for the event.

Whenever a "rated" game of chess is played, the difference in FIDE ratings is checked against a special table of numbers to determine what each player's "predicted" score in the game should be.
With their very high ratings, each of those players faced opposition that (on average) was weaker by 80-120 points, and so the ratings of both Kasparov and Shirov were artificially diminished by this effect.
In the case of the Elo ratings, this numerical constant is the attenuation factor, or "K-Factor".

The ELO rating system is a method for calculating the relative strength of chess players.
Elo suggested scaling ratings so that a difference of 200 rating points would mean that the stronger player has an expected score of approximately 0.75, and the USCF initially aimed for an average club player to have a rating of 1500.
New players are typically assigned provisional ratings which are adjusted more drastically than established ratings, and various methods (none completely successful) have been devised to inject points into the rating system so that ratings from different eras are roughly comparable.

FIDE's website has now gone down, but I suspect that she's been given credit for results against unrateds counting as 2000 (total score 4.5/10 vs 2072 if this is the case) - I don't think she's played in anything other than the Olympiad in this rating period.
Therefore CS would not have selected the rated, Irish, Sam Collins from the database and it would be clear to FIDE this was a new player.
FIDE thought extending the rating list downwards was going to be a big money spinner since federations could be charged more.

A test for rating integrity is to check whether an average measure of the top of the rating pool remains consistent.
C determines the rate of the inflation (which the function assumes is an exponential approach towards a maximum rating of A+B).
The sharp onset of the rating increase would also seem to be strong evidence against the idea that play is simply improving gradually over the years and that the increases are real.

 The Rating Algorithm
The third step calculates temporary estimates of ratings for unrated players only to be used when rating their opponents on the subsequent step.
The purpose of setting initial rating estimates for unrated players is (1) to be able to incorporate information about a game result against an unrated player, and (2) to choose among equally plausible ratings during a rating calculation for an unrated player (see the details of the ``special'' rating formulas in Section 2.2.
If the event is a regular event and the player has a QC rating (and does not have a standard rating) based on at least four games, use the QC rating as the imputed standard rating.

If a player has a FIDE rating of 2300 prior to the 24th game and then slips under 2300, the player does not qualify until their rating goes over 2300 again.
The rating during the provisional period is the average of a set of values, one for each game played.
Another thing to note with that is that the ICC ratings used for each player was an average of their rating tested three times over a two month period, with no less than ten days between tests.

Stiphanie Baillargues of FIDE Secretariat, in response to an e-mail from this writer on May 31 about a player's requirements for the GM title, has written in her reply on June 3 thus: ``Mr.
Humpy had a rating of 2539 in the January rating list of FIDE and she had made her first norm from the Hotel Lipa GM tournament in June 2001, and the second from the Third Saturday GM tournament in Belgrade in October 2001.
So by FIDE rules, Humpy is qualified to be a GM and she is not a GM-elect like G.B. Prakash (the Chennai-based player's highest rating has been 2453).

The FIDE rebuttal looked fairly convincing, "we have people who check these things, there is even an agency to oversee their results." So I shrugged the whole thing off; although Eric Ray, from our local chess club, will tell you that I have repeatedly talked about FIDE deliberately tampering with ratings for years.
Perhaps the only salvation for FIDE is to find (elect) a new leader, and try to slowly work their way back to respectability in the eyes of the world chess community.

 About the Chessmetrics Rating System
The Professional ratings have not been around nearly as long as the FIDE ratings, so it is not clear to what degree the inflation is occurring.
Of course, a rating always indicates the level of dominance of a particular player against contemporary peers; it says nothing about whether the player is stronger/weaker in their actual technical chess skill than a player far removed from them in time.
The FIDE ratings, on the other hand, are far more available than the Professional ratings, allowing me to check whether I was really improving on the FIDE approach, or whether I was out of my league in my attempts to find a better approach.

The New York courts have amended advertising rules to allow attorneys to tout their "bona fide professional ratings" -- another example that New Jersey could be out of step if it adopts a proposed ban on services like Super Lawyers and Best Lawyers in America.
Super Lawyers' New York counsel, E. Joshua Rosenkranz of Heller Ehrman in Manhattan, says he is buoyed by the new rules' use of the phrase "bona fide professional ratings" because it mirrors Super Lawyers' proposed amendment to the relevant rule, ยง1200.6 of New York's advertising rules.
In an Aug. 30 comment to the court, Rosenkranz proposed a rule allowing advertisements of "ratings or assessments by bona fide independent entities" that were not influenced by financial contributions or other illegitimate means.

After invitational ratings have been calculated for the highest rated players for all but one spot on the team, the following method shall be used to determine the final spot: Average of the 1) current published USCF rating at time of invitation; 2) current published FIDE rating at time of invitation.
NOTE: For the 2006 Olympiad only, instead of using published USCF ratings as part of each formula, the latest ratings at uschess.org/msa as of March 17, 2006 shall be used.
For opponents with no established USCF rating, those with a FIDE rating of 2100 or above (2000 or above for the Women’s Olympiad) are counted.

To see a rating history from the last six FIDE rating lists, you can type "tell roboadmin fide2 Shirov".
Note that the search is case sensitive, so "shirov" will not work, and you can only enter one name, not a first and last name.
It also shows the number of players in each 100-point rating range from 1800 to 2900 on each rating list.

With speculation that there would be a new person at the top of the FIDE rating list (excluding Kasparov due to retirement), it came as a surprise when
of Zimbabwe is quite active (2410), but his federation does appears to be in bad standing with FIDE and does not appear on the roster of federations.
Participants will be trying to win a spot in the next FIDE qualifier, but unfortunately the tournament ends only a few days before the World Cup tournament begins.

By copying the FIDE October 2003 rating list into Excel and doing some data sorting, I was able to come up with the following figures on the number of players at or above each 50-point FIDE rating level.
This was a FIDE rated 10 player round robin won by Stephen Muhammad (USCF rating 2358) with 6 1/2 - 2 1/2.
I`ve read many times here about ratings from different organizations and their accompanying different pools of players are not comparable to each other and any attempt to do so is completely meaningless.
