The FIDE World Chess Championship, 2004 was held at the Almahary Hotel in Tripoli, Libya, from June 18 to July 13.
FIDE announced that instead the winner of the next FIDE knock-out championship would play against Kasparov in a match to be held not later than July 2005 (Kramnik and Lékó were to play their match in September-October 2004).
In response, FIDE said that the delay in sending Milov's invitation was due to Milov not sending them his passport details until a deadline had passed, and that even with this delay, Milov could still have arrived in Tripoli in time for his first game, which they had offered to postpone if necessary [10].

The only circle of qualifying and championships is the one of Fide and while the status of the world champion will be different that what used to be it will still be legitimate champion.
World championships (in any sports) are won by those who are best at THAT MOMENT and not necessarry best during longer period of time.
FIDE, in truth, welcomes this element of randomness, for some stupid reason believing that having such unpredictable finishes every year is what the chess public and the public at large would like to see in order to remain interested in chess.
