  FIPS 201 and PACS
FIPS 201 and the NIST special publications supporting FIPS 201 were developed to provide guidance for implementing the HSPD-12 requirements for a common Federal identification credential that is to be used to access both physical and logical facilities and information systems.
While FIPS 201 and its associated special publications define many aspects for an interoperable Federal identity card, the standard also provides a variety of options for implementation and permits individual agencies to define their own approaches to meeting agency-specific access requirements.
FIPS 201 and other initiatives that are being implemented to improve identity authentication are driving a paradigm shift for government agencies, businesses and smart card and PACS products and services providers.

Deployment Considerations | FIPS 201 Compliance | CoreStreet Ltd.
The goal of FIPS 201 is to produce a common identification standard for all federal government employees and contractors.
Also, FIPS 201 recommends that agencies employ biometric verification when an applicant picks up his or her smart card for the first time.
Because implementing FIPS 201 requires working with multiple vendors and solutions, it is important to select industry leaders that work well together and have proven interoperability in government agency deployments.

WinMagic's SecureDoc: The Only Full-Disk Encryption Software to Support Homeland Security Presidential Directive/HSPD-12   (Site not responding. Last check: 2007-10-29)
HSPD-12, published by the White House in August, 2004, states that all Federal Government employees and contractors (including contractor employees) must utilize smart card technology, containing their “digital identity” in the form of a PKI certificate, in order to gain physical access to Federally-controlled facilities and logical access to Federally-controlled information systems.
Additionally, with NIST FIPS 201 explaining that the first-generation Personal Identity Verification PIV 1 card will be mostly unchanged from the existing GSC-IS card, WinMagic’s experience and expertise is even more relevant for Federal agencies looking to install a proven encryption solution.
Since full-disk encryption solutions encrypt the entire hard drive on PCs, including the Windows boot and system files, the Windows drivers are not available to talk with the smartcard, which meant that it was previously impossible to combine full-disk encryption and smart card technologies.
