Codes for the Identification of the States, the District of Columbia and the Outlying Areas of the United States, and Associated Areas.
FIPS State Numeric Codes for American Samoa, Guam, Northern Mariana Islands, Puerto Rico, and Virgin Islands of the United States are identical to those shown in FIPS PUB 5-1 for those areas.
FIPS State Alpha Codes for the outlying and associated areas are not identical in every case to the two-letter USPS abbreviations for the same entities.

The FIPS county code is a five-digit Federal Information Processing Standard (FIPS) code (FIPS 6-4) which uniquely identifies counties and county equivalents in the United States, certain U.S. possessions, and certain freely associated states.
The first two digits are the FIPS state code and the last three are the county code within the state or possession.
County FIPS codes in the United States are usually (with a few exceptions) in the same sequence as alphabetized county names within the state.

Two-letter state codes are used as postal abbreviations by the USPS with the exception of UM which it does not use.
Codes 03, 07, 14, 43, and 52 in the above table were formerly used for the certain territories, but some users found it difficult to separate them out from the States as a result so they were reassigned codes higher up in the system.

The codes form a classification scheme that distinguishes metropolitan counties by size and nonmetropolitan counties by degree of urbanization or proximity to metropolitan areas.
