Infrared Aerial Deer Survey 2005 - Final Report
FLIR also promised to produce the most defensible deer number estimates (video images of all deer reported); this was an important consideration following a hunting season where hunter discontent and mistrust of resource management agency decisions was high.
Browsing surveys were conducted on the FLIR survey areas to measure the overwinter impacts of the deer seen on the areas, and to quantify the long-term impacts of browsing on the areas, as well.
Observations of deer using FLIR imagery appear to be a useful technique in determining a minimum count of deer on a site-specific basis in Pennsylvania's forests.

FLIR Systems, Inc.: Admin. Proc. Rel. No. 33-8135 / September 30, 2002
FLIR reported pre-tax earnings in its Forms 10-Q for the second and third quarters of 1998 that were overstated by 62% and 25%, respectively.
FLIR's revenue recognition policy allowed revenue to be recognized upon shipment of the units to the bonded warehouse if the only outstanding obligation was the approval of a license for the units.
These overstatements were spread among the quarters of 1999; FLIR overstated inventory by nearly $3.4 million in the first quarter, by $2.7 million in the second quarter, by $2.4 million in the third quarter, and by $8.9 million in the fourth quarter.

 FLIR FAQ
FLIR pictures are detailed enough to differentiate between deer, elk, bears and other forest animals.
FLIR data shows the distribution of deer on a given tract during the night the survey was flown in February, March or April.
The high variability in deer densities across the forest reflected by FLIR data -- in addition to known complexities in deer behavior, population dynamics and seasonal use of habitat -- further supports the idea that habitat health should be the primary indicator for gauging deer population goals.

 Waco FLIR Flash Location 3
A forward-looking infrared (FLIR) video camera mounted on an aircraft circling over the Mount Carmel Center in Waco, Texas, on April 19, 1993 recorded large thermal flashes in the debris of the demolished Center moments before the fire broke out.
FLIR analysts presented on the documentary Waco: The Rules of Engagement say these flashes are from a "pyrotechnic explosion" and "are most likely detonations inside the building." The documentary purports that these "detonations" are an origin of the fire.
Here we see a Location-3 FLIR flash, which appears within the frame of a window that was at the end of a catwalk fallen to the ground after a tank demolished the structure.

FLIR sensors are designed to operate at one of two wavelengths -- 3 to 5 or 8 to12 microns.
FLIR is useful at night, but not particularly valuable in the daylight--then ordinary video (which FBI insists its aircraft did NOT make) is much more useful.
It has been suggested that use of FLIR would make sense if you knew that a fire was going to occur and wanted to be able to document its spread--which is exactly the purpose for which the FBI originally used the FLIR tapes made at Waco.

FLIR (Forward Looking InfraRed) Technology, sometimes referred to as a Thermal Imager or Infrared camera is a device that creates an image using infrared energy, similar to a conventional video camera that creates an image using visible light.
Instead of using the 0.4 – 0.7 micron range of a visible light camera, infrared cameras operate in longer wavelengths that range from 3 - 5 micron to 8 - 12 micron.

The cited examples of gunshots on FLIR show that muzzle-flash duration is not more than the duration of one video frame (1/30 second), and the Vector Data Report measured gunshot flashes to be as fast as 1/50 second and never faster than one frame.

Having attached a FLIR camera to a stable hoist, McNulty and his crew provide extensive Infrared footage of aluminum foil, hubcaps, window glass, and other highly reflective objects which seem utterly unlike the thermal signatures which appear on the contested FBI footage.
Using M-4 carbines loaded with commercial ammunition and allowing for a number of important variables ranging from temperature to the highly visible dust clouds caused by tanks ramming the Mt. Carmel structure, the lengthy and sustained muzzle flashes recorded at Mt. Carmel are eerily duplicated.
Indeed, the FLIR Project suggests that the high-profile investigation was cleverly rigged from the outset with government investigators using alternative weapons, different ammunition, a malfunctioning camera, and other stratagems to ensure the exoneration of FBI officials.
