The particular context of the Greek reaction to FYROM's declaration of independence was rarely articulated in a manner that made it comprehensible to agents unfamiliar with the history of the region.
According to Hayden (1992), FYROM's constitution is an example of the peripheral nationalism that caused the breakup of Yugoslavia; it clearly states that that the Republic of Macedonia is the "national state of the Macedonian people." Albanians, Turks, Serbs, Vlachs and other nonethnic Macedonian citizens belong to a separate "nationality" (Perry 1994a:83).
FYROM's government, however, successfully defused the tension and is generally recognized as having dealt skillfully with the task of establishing state authority over a multiethnic population.

FYROM's Prime Minister Ljubco Georgievski has described this new situation as a "small miracle." After interethnic hostilities between Slav and Albanian Macedonians erupted in March 2001, Greece's government declared its support for the territorial integrity of FYROM.
There was a positive response to this request, and a signing ceremony eventually took place on April 9, 2001, FYROM becoming the first country in the western Balkans to enter such an agreement, in part thanks to Greek intervention.
As regards FYROM, and assuming that the Albanian insurgency is checked and a political settlement is reached, it should be understood that the small country's long-term viability will ultimately depend on the processes of enlargement of the Euro-Atlantic structures.

 THE FYROM AFFAIR
FYROM was a tiny province of the now dissolved Yugoslavia, up in the mountainous sources of the Vardar.
The Greek Government and its diplomats maintain that the new Balkan creation should be named as FYROM, until a shorter and agreed upon name is found for it, through the on-going negotiations sponsored by the UN for the last fifteen years, without any results.
It can only hope that, with the resumption of the talks for a "proper name" for FYROM, its diplomacy will be "diplomatic" this time, persuading FYROM to accept a compound name, which may have the word "Macedonija," (spelled in the Slavic way).
