In a faceted classification, subjects are divided into facets (aspects), and class numbers are synthesised from the classifications.
Ranganathan and the Universal Decimal Classification are the two most prominent examples of faceted classification in the physical world, where for many years this approach to classification was thought of as something complicated, difficult to understand and exotic.
Faceted classification is also used in software engineering to support software reuse.

Such aspects, properties, or characteristics are called facets of a class or subject, a term introduced into classification theory and given this new meaning by the Indian librarian and classificationist S.R. Ranganathan and first used in his Colon Classification in the early 1930s.

These days my answer to the question is that it's an attempt to differentiate the faceted classification model from the tagging model.
Since you have the option of a tagging model or a faceted classification model, I don't see any reason that the two models should try to be the same.
Anyway, my body of thought on the matter is detailed in the paper Strict Faceted Classification, posted in the Publications section of this site, and also presented at this year's IA Summit.

I'm not sure who was the first to coin it but it's a navigation method that seems to work very well when you have a large list of items you need to classify and browse.
The most important thing to remember when creating facets is that they must be exclusive: a topic (or 'property', or 'value') can not be in facet A and also in facet B. 'cuisine', 'course' and 'season' are good facets because a season is never a course or a cuisine.
Note that *within* a facet, the topics (like Chinese cuisine and Indian cuisine) don't have to be exclusive: a dish can be Chinese-Indian without problems.

Most folks, when thinking about organizing objects or information, immediately think of a hierarchical, or taxonomic, organization; a top-down structure, where you start with a number of broad categories that get ever more detailed, until you arrive at the object.
Faceted classification, on the other hand, is a bottom-up scheme.
Here, each object is tagged with a certain set of attributes and values (these are the facets), and the organization of these objects emerges from this classification, and how a user chooses to access them.

 Wikis Aren't Enough
In response to my post on a faceted classification web framework, Bill de Hóra pointed out that wikis can do classification already, via backlinks.
My own blogging software allows for the classification of each entry; in fact, it allows multiple classifications for each entry (and although every entry of mine has such classifications, there isn't support yet for using the data for anything).
Part of that is unintentional duplication (five different typings of “Cue Cat” for example); silly classifications are another reason (“dead zombie langauges rising from the dead” anyone?).
