Melbourne historians consider this to be a descriptive name, taken from the name of a cottage occupied by a Captain Bunbury, but it is nevertheless interesting to note that an early name for this area was Scotchman's Hill.
The Melbourne suburb was named for Benjamin Baxter, Clerk to the Bench of Magistrates in Melbourne in 1838 and a landowner in the area.
These Melbourne suburbs derive their names from that of an earlier township (now the suburb of Malvern East) which had been privately surveyed in 1853 and which was named Waverley by its owner after the Sir Walter Scott novels.

The first tramway to operate in Melbourne was an isolated line from Fairfield railway station.
The second electric tramway in Melbourne's suburbs was opened on the 11th October 1906 and ran from Flemington Bridge (near the terminus of the North Melbourne cable tram route) to Essendon, with a branch to Saltwater River (Now Maribyrnong River) and a short spur along Puckle St Moonee Ponds, to Moonee Ponds railway station.
The lease of the cable trams by the Melbourne Tramways and Omnibus Co. expired on 30th June, 1916 and it was decided to appoint an interim Melbourne Tramways Trust to operate the system until it was decided what to do about the growing problems of street passenger transport in the Melbourne metropolitan area.

The first of these routes, and indeed the first tramline of any type to open in Melbourne, conveyed passengers northwards from Fairfield railway station from 20 December 1884, to a real estate development in Thornbury known as Fairfield Park.
The Caulfield Tramway Company operated its services between Elsternwick and Glenhuntly railway stations from 1889 until shortly after the turn of the century — albeit with some breaks in service due to lack of finance.
Another similar company, the Beaumaris Tramway Company commenced operations in 1887 between Sandringham and Cheltenham railway stations, and managed to survive until 1914.

An extension of one mile to Brighton Beach railway station was opened on 22nd December 1906 making a total length of 5 miles 12 chains.
The Caulfield Tramway Co. commenced operating a horse tramway between Elsternwick railway station and Caulfield railway station in April, 1889 and later constructed a branch line along Glenhuntly Road to Glenhuntly railway station.
The only steam-operated passenger tramway to operate in Melbourne ran from Cheltenham railway station to the Melbourne Home and Hospital for the Aged, a distance of about one mile.
