Before the town applies the non-criminal disposition provision of the by-law, the town must provide a reference to the enforcing person(s) as required by state law.

FALMOUTH -- Contamination from a highly toxic chemical has forced Falmouth officials to close one of the town's most productive wells and may force water restrictions by summer.
The town well near Coonamessett Pond in Hatchville was ordered closed Feb. 9 after water-quality test results from samples taken Feb. 2 and 7 showed levels of ethylene dibromide nearly six times the acceptable level.
Town officials say the ethylene dibromide, or EDB, is coming from a plume of polluted ground water flowing from the Massachusetts Military Reservation.

I'm extremely worried about the water supply situation and how much longer the towns, particularly around the base, can tolerate the presence of these plumes in the community without being totally up against the wall with their water supply.
From the discussions I've had with the water districts and our water department, we feel that there are additional supplies on the base and we would like somehow to have that developed and available to the communities.
Falmouth in particular has lost an enormous amount of real estate because of the presence of the plumes.
