The Harriette Winslow character came into existence two years earlier with Payton Noble as the tart-tongued elevator operator of the former series, "Perfect Strangers." Harriette became such a hit with viewers that the producers created "Family Matters" as a spinoff for her to star and cast VelJohnson as her husband, Chicago police officer Carl Winslow.

Family matters was stupid to begin with and when they went to college it was even stupider.
I think Family Matters really jumped the shark around Season 7 when Urkel moved in although there were things in season 5 and 6 that annoyed me like Judy's disapperance, and it was like she never even existed, Stefan Urquelle, and Carl becoming an Urkel but it was still watchable then.
Family Matters was a pretty crappy show from the get-go but it really JTS when it became the Urkel show.

It is the first series in a long time based on a real person and the star of the series is deaf.

We don't know how long the episodes are spaced between and more than one tv season could equal one full year of life.
Even though TV time doesn't have to equal real time, there is usually evidence in the show that requires that it does.
For example, the current year is mentioned at times throughout the series, and holidays occur.
