  Fan (implement) Summary
The earliest known Chinese fans are a pair of woven bamboo side-mounted fans from the 2nd century BC.
The folding fan was invented in Japan in the 8th century and taken to China in the 9th century.
Fans are useful for moving large quantities of air, which is suited for applications such as winnowing grain or blowing a fire, cooling and ventilation purposes, and in conjunction with a heat source for heating and drying.

Ceiling fan controls usually include one for speed (slow, medium, and fast), one for the light (on and off), and one for directional control of the fan blades (clockwise and counterclockwise).
Ceiling fans can be used as a cooling device in warm months (pushing air down, thereby creating a wind chill effect) and a heat transferrer (pulling air up, thereby pushing the heat that stratifies by the ceiling, down along the walls so as not to create a wind chill) in colder months.

 Fan (implement)
A fan has two purposes – to move air for human comfort or for ventilation and to move air or gas from one location to another for industrial purposes.
A fan can also be used for checking rapid motion by the resistance of the air; e.g., a fan blower or a fan wheel.
Mechanical revolving blade fans are put on the floor or a table, or hung from the ceiling, or are built into a window, wall, roof, chimney, etc., and also into instruments, e.g.

Flyers Fan Central: Unofficial Fan Site for the Philadelphia Flyers
The Flyers like many other teams are nixing the goal judge, the old guy that sat behind the goal and pressed the button making the red light come on after a goal.
I am sure there are some fans in those boxes, but for the most part those are bought and paid for by businesses to schmooze their clients.
By putting the schmoozers in with the fans and painting a bulls eye on them with the “special” seats and having a waitress trapes down thru out the game, it is just going to annoy the fans sitting in the area.

Cross flow fans are often used for cooling in photocopiers. The action of a fan or blower causes pressures slightly above atmospheric, which are called plenums.
Cooling fans for computer equipment exclusively use brushless DC motors, which produce much less EMI.In machines which already have a motor, the fan is often connected to this rather than being powered independently.

Maximum voltage on the fan would depend on fan current and the gain of Q1 as there must be enough voltage across R1 to provide Q1's base drive and the base drive needed is the collector current divided by the transistor gain.
However, the transistor only guarantees 89, which would end up as.88+.6=1.48 for a max fan voltage of 10.52 Note that the 2SC1384 specs a base-emitter saturation voltage of typically.85 but that's at 50ma and since we wouldn't be saturating it I would think the 'rule of thumb'.6 for a 'typical' NPN Vbe would be closer.
A less powerful fan will get a higher 'full on' voltage because it doesn't take as much R1 current to drive it and, conversely, a higher power fan will be driven less when 'full on' because of the increased R1 current needed, and corresponding voltage drop.

ADI - Analog Dialogue | Fan Speed Control
However, because the fan is always switched on, its lifetime is reduced and it uses a constant amount of power—even when cooling is not needed.
For example, a 12-V fan with a control voltage range from 7 V to 12 V could be running at half speed at 7 V. The situation is even worse with a 5-V fan.
Typically, 5-V fans will require that 3.5 V or 4 V be applied to get them started, but at that voltage they will be running at close to full speed, with a very limited range of speed control.
