 SWET
The fan translation done by fans of anime, manga, and video games for their own satisfaction and desire to share seeks to render the originals “authentically.” Trends and approaches from fan translation can influence “official” published translations and afford ideas for professional translators.
In most cases fan translations are done merely for the sake of other fans who seek to enjoy and understand something that is originally in a language that they do not know.
Although there are clearly some problems with fan translation, such as mistakes and distortions, it has become so widespread that some publishers have started adopting certain styles and practices from the fan translation world for their “officially” published works.

 Accommodation in Translation
Translation, in terms of methodology, may be literal translation or free translation, which used to be an irreconcilable dilemma in translation circles on which unfortunately no authoritative conclusion has been reached.
Lu Xun, a well-known translator and man of letters, is a strong supporter of such a view and his translations co-authored with his brother evidently proved his idea, although their translations were accused by some as unnatural or even non-understandable (Chen Fukang: 2000).
In English-Chinese translation, the translator would always make accommodations to soften the original tone, hoping not to offend the readers (as well as to escape censorship?), I do not wish to present my judgment here but wish to state a fact in translation practice when sex is involved.

 People v. Wang
The court found that the failure to call the original translator to the witness stand denied the defendant the opportunity to cross-examine the translator regarding his or her qualifications and the accuracy of the translation, in violation of his right to confront witnesses.
While a translation may be found suspect if, for example, the translator has a motive to shift blame away from himself or herself, the record before us does not suggest such a motivation here.
Fan' s statement that Wang lacked authority to open the bank account was corroborated by Guan' s direct statement to the same effect.

ANIME DAMASII --Spirits of ANIME-- HIRAMEKI Community site - BBS->Visual Novel Discussion->Visual Novel Fan ...
I know that there are a number of sites like www.insani.org that do fan translations of visual novels, and I was rather surprised by their zeal and dedication.
The best way to get an idea of how fan translations go, without getting into the murkier waters of legality, would be to look at the free games that have been translated, in many cases with their authors' consent.
At the moment, Hirameki's translation team consists of Laura (a recent addition) and Shimura-san (who of course speaks English) It is difficult to fully convey the beauty of the material being translated without the cooperation of native speakers of both the target language and original language.

Fans Get Crackin' on Mother 3 Translation news from 1UP.com
Technically, fans got what they wished for when Mother 3 was released in Japan earlier this year, but alas, no plans to bring the game to English-speaking shores ever surfaced.
Both the crew at Starman.net and the similarly-minded folks at the Mother 3 Translation Project emphasize that you must have a legal copy of the game in order to use the patch that they'll ultimately be producing.
Earthbound fans are atypically noisy, though, so it seems likely that Nintendo will find out about the translation efforts sooner or later, and the company's reaction, whatever it may be, will no doubt leave a lasting impression on its fans.

Dibz was nice enough to give me the dumped MKR script he had so I started to translate it immediately, after I had a few of the translation done I started wondering how this would get to be inside the rom and all those things related to hacking.
We had a large amount of text translated and some inserted manually by the time a guy popped into #romhack claiming that he knew all about MKR and that it was easy for him to do all the hacking.

 Otto Carius Translation
The purpose of this translation is primarily as a resource for learning the Japanese language.
Thus, the format of the translation resembles to some extent the format used in the now-defunct magazine Mangajin.
The formatting is not as nice as for Episode 1, the English translation is an early draft, and the panel-guide images are not included, but there are furigana for the kanji.

manga_talk: Death Note: Offical vs Fan Translations, FIGHT!
Official translators here will have an advantage over scanlators - the opportunity is there for them to read ahead a little and see if anything comes up that will influence their choices (though it's obvious not all official translators take that opportunity!) where fan translators are usually working from the very latest chapters.
In fact, OT's translation is just as accurate if you consider that the sentence you pointed out follows directly from the previous one where Light says, "I cause heart attacks among those who deserve punishment." Like you said, it's not ambiguous at all that Light is the one responsible for everything.
I prefer translations closer to what they were meant to be, but the Viz translations do make it easier for most English-speaking fans to relate to the story.

Chrono Trigger 2 : Radical Dreamers
However, loading a savestate from a previous translation version might work, but you'll probably end up at a slightly different place than where you should be, and the game engine might get confused and crash.
I could probably do this translation myself, but since there are most likely a lot of little nuances to the writing style that only a native speaker could understand, I'm not trying it.
I can't offer you any money for this work since it's a fan translation, but you would be given credit for your work, and everybody who loves Chrono Cross will love you and throw parties for you and stuff.

Where most translation projects consist of a second-year Japanese student and a guy who once hex-edited a PSX save, the Mother 3 Fan Translation Project has already completed the bulk of the difficult work -- namely, reworking the game to use variable-width fonts and dumping the entirety of the script.
Once the translation is handed over, all that remains is to work in the variable tags (for character names, et cetera) and whip up some patches.

The most amazing part of it, though, is that we've not only stuck around for 11 years waiting for a sequel, but we've managed to grow in numbers - on the day Mother 3 was released, Starmen.Net registered over a quarter million pageviews, and that doesn't include the Starmen.Net Forum (chalk up another 100,000).
We English-speaking fans had high hopes; we (along with many industry workers and members of the press) thought that an English localization was a no-brainer.
