washingtonpost.com: Exiled Saudi Is Dissident to Some, Terrorist to Others
Faqih's archenemy, the Saudi government, calls him a terrorist who is conspiring to overthrow the royal family and replace it with a strict Islamic government acceptable to Osama bin Laden.
Faqih asserts that one member of the royal family hired two local thugs who attempted to kidnap him from his doorstep a year ago, in what Saudi officials insist was an unauthorized operation.
Faqih says he knows he is being watched and that he has to be circumspect: "I am intelligent enough to know that I am surrounded by a crowd of intelligence." Whenever he receives calls from people calling for assassinations, he says, he tries to head them off.

 Velayat i-faqih
And the revolutionary idea which in part animated the revolution and dominated Iran after the fall of the Shah of Iran, was the brainchild of a brilliant and learned Shi'ite, the Ayatullah Khumeyni.
It's possible that velayat i-faqih, or some version of it, may become the model of Islamic government in the twenty-first century and beyond.
Velayat i-faqih puts on top of this problem-solving function the necessity that the solutions also be properly "Islamic," so that a great deal of energy is spent in all branches of government in justifying government programs and laws in the Qur'an, the Sunnah, and Islamic tradition.

As for the meaning of velayat-e faqih, as for the legal meaning of it, it is as stated in the constitution.
And therefore I think the concept of velayat-e faqih is in accordance with democracy and what the majority want, in its real meaning and the meaning as I and many legal experts understand it, and the perspective of the masses of the people and Imam [Ayatollah Khomeini], the founder of the Islamic Republic, had wanted.
Imam recognized the people as the main foundation, and it is interesting to note that Imam mentioned something about the jurisdiction and vote of the people in his speech at the Behesht-e Zahra [Tehran's cemetery] in 1979, that perhaps until then many of the supporters of the people's rights had not paid attention to.

 Shia Political Thought
Essentially with regards to some functions of the faqih such as ‘qada’, it seems incredible if one supposes that it is conditioned on ‘alamiya because this implies on a very large scale that the Shi’a community has only one faqih who has legitimate authority to judge.
Certainly, in a situation wherein a few faqih are completely equal in all qualifications of leadership except ijtihad, one might claim that the authority of a’lem has priority over others, especially when he is the most knowledgeable in social- political aspects of Islamic law.
Moreover, according to what has been discussed in the previous chapter about the meaning of absolute authority of a just faqih, the first criticism is also irrelevant, because the guardianship of a faqih is not beyond the control of a group of elected experts who supervise and control his usage of power and authority.

Observations on the Repression of Women (ROOZ :: English)
The answer is clear: Because the women's question is directly linked to the theory of the velayat-e faqih [rule by an Islamic jurist/cleric, current system of rule in Iran] and the continuation of rule by Islamic jurists/clerics [fuqaha].
According to the people who subscribe to the theory of the velayat-e faqih, a faqih has authority because he is well-versed in fiqh.
The implementation of fiqh requires two things: first, someone who is well-versed in fiqh (a faqih) and, two, the establishment of a State and the handing over of supreme control to a faqih so that he can implement the shari'ah.

 Jurisprudence Summary
Veleyet-e faqih literally means "the authority or governance of the jurist" in Arabic and "rule of the religious jurisprudent"; ("jurisprudent"; referring to one who is learned in law) in Persian.
Theoretically, veleyet-e faqih was contemplated in the nineteenth century as a definite legal consideration, but it became a political reality in Iran only under Ayatollah Khomeini after the Iranian Revolution in 1979.
The result was a government structure headed by the faqih, who would be an Islamic theologian overseeing the executive, legislative, and judiciary branches of government.
