By analogy, one working-class district of downtown Stockholm, Sweden, in the late 19th century began being called Sibirien (Siberia) referring to its low-cost tenement houses being built in what was then an outskirts area.
The name stuck, and has become part of Stockholm urban lore, though the district is in fact thoroughly inner-city and has been gentrified in the last twenty years (it is now expensive to own an apartment there).
Most of these are in the cold and remote eastern part of the region, with the result that extraction has proven difficult and began on a large scale only after Stalin came to power and developed labour camps to deal with the difficulty of attracting labour to such unpleasant climates.

The new structure was meant to raise the effectiveness of the federal organs of state power and to ensure that the districts have effective control over the implementation of decisions by these federal organs.
This decision to set up the federal districts can be xplained primarily by Russia’s large number of dministrative regions and the fact it is impossible to manage economic and social processes effectively from a single centre.
The Central Federal District comprises 18 regions, the Northwest 11, the North Caucasus 13, the Volga 15, the Urals 6, Siberia 16 and the Far East 10.

Federal authorities are often better able to carry out effective prosecutions in this area for such reasons as the complexity of drug enterprise cases, their multi jurisdictional character, and the availability to federal prosecutors of greater investigative resources or more effective legal tools.
The Eastern District of Virginia was responsible for prosecuting killings committed by inmates at that institution, which accounted for 29% of the cases it submitted to the Department's capital case review procedure.
Other districts may not prioritize such prosecutions to the same degree because (for example) drugs are generally less of a problem in their areas, state and local authorities have relatively good capacities for dealing with such crimes, or there is relatively little advantage in federal, as opposed to state or local, prosecution in these cases.

At the same time, whereas the population in the Southern federal district increased in all of its constituent regions, with the exception of the Republic of Kalmykia, the population in the Central federal district increased thanks to the grown population of Moscow and Belgorod Oblasts.
The census found a decline in the population numbers in other federal districts: 1.2 percent in the Urals federal district, 2 percent in the Volga district, 4.8 percent in the Siberian district, 8.2 percent in the North-Western district, and 15.9 percent in the Far Eastern district.
The redistribution in the number of population in constituent regions of the Russian Federation was perceptibly affected by the size and direction of internal migrations of the population which account for nearly 80 percent of all migrations in Russia.

Russia's Siberian Federal District (Siberia) and the Far Eastern Federal District (the Russian Far East, or RFE) have experienced a surge in heroin trafficking and abuse over the past several years.
Although the current structure of ROC in eastern Russia is changing because of a recent rash of assassinations and elections, it would not be unreasonable to suggest that, in time, ROC would collaborate with Central Asian traffickers to export shipments of heroin.
These districts are areas that have long suffered the legacy of the Soviet state prison camp system, or gulags, which were scattered across Siberia and the RFE.

Indeed, Verkhoturov says, "the total number of the Chinese workforce in the Far East does not exceed 20,000 people," a tiny fraction of the admittedly smaller workforce there now and a miscroscopic number compared to the scare numbers that Russian nationalists both official and unofficial regularly claim.
And to those who suggest that official figures fail to capture the total number of Chinese who are crossing and remaining in the Russian Far East, Verkhoturov points both to figures about the number of Chinese expelled for violating their visas and to academic studies showing that the official numbers are more or less correct.
First, it found that the basic mass of Chinese coming into the Russian Federation are from the northern provinces of China, an indication that peoplle from across that latter country are unlikely to move.
