In the 1960's Fareham experienced a huge amount of development, as it was one of the areas highlighted for major expansion in the South Hampshire Plan.
In the late 1990s a settlement called Whiteley, straddling the boundaries of Fareham Borough and the City of Winchester, was developed to the north of Junction 9 of the M27 motorway.

Fareham is a local government district and borough in Hampshire, England.
The present boundaries date to 1932 when the parishes of Crofton, Portchester, Sarisbury and Titchfield, all previously part of the Fareham Rural District were added to Fareham urban district.
The district was accorded borough status in 1972 and was reconstituted as a non-metropolitan district by the Local Government Act 1972 on April 1, 1974.

Fareham Borough Council wishes to place the 'Fareham Borough Local Plan' on deposit in May 1989, and has asked the County Council to certify that it conforms generally with the First Alteration to the South Hampshire Structure Plan, and to approve its transportation content.
The Borough Council has excluded from the new plan a small part of Fareham town centre where Phase III of the town centre redevelopment is proposed.
Of Fareham's existing local plans, all except that for the Western Wards have been adopted since 1985, and are in accordance with either the submitted or the approved First Alteration to the South Hampshire Structure Plan.

Fareham Borough has one of the lowest levels of recorded crime in Hampshire.
The audit of crime and disorder concluded that the Borough is “in terms of its general environment a highly desirable, low crime, high-income area which is not confronted with a serious crime problem” (paragraph 4.5).
The breakdown of crime within the Borough for 1998 shows that of the 5,658 crimes recorded the most numerically frequent were criminal damage including vandalism at 17.5% and burglary of non-dwelling properties including shops, offices, factories and domestic garages and sheds at 12%.

 Daedalus conservation measures & Daedalus development strategy
As part of the preparations for disposal of the former HMS Daedalus property which was owned by the Ministry of Defence, the 'Daedalus Development Strategy' was prepared jointly by the County Council, Gosport and Fareham Borough Councils and the MOD, the County Council's Planning and Transportation Committee in September 1997 approved the strategy document.
