CULG - Hammersmith & City Line
The Great Northern Railway had just been opened, using a temporary station at or near the present site of King's Cross, and the plan was for an underground line of 8 tracks from there southeast, under a newly built road, to a large station complex at more or less the present Farringdon station.
The former Widened Lines, now part of National Rail, run beside the line from Moorgate to King's Cross Thameslink; they are to the south at first, and cross underneath at a shallow angle immediately west of Farringdon.
During construction a further link was authorized: the LCDR line from Herne Hill was extended over the river to Blackfriars and Farringdon; later a chord was added from this route to Moorgate.

Both endpoints were changed yet again before the line was actually constructed: in the east it was cut short to Farringdon, while in the west the Paddington station was moved from the front to the north side of the GWR station, where it did not need to be underground.
The line would run under what was then called the New Road and is now Euston Road (this had, incidentally, also formed part of the first horse-drawn bus service in London- Shillibeer's line from Paddington to the Bank - back in 1829, and bus routes along there continued to be profitable).

 The Growth of London's Transport
The Victoria Station and Pimlico Company continued to exist as a separate undertaking until 1923, when it was absorbed by the Southern Railway under the grouping scheme, but the Great Western and London and North Western services had been withdrawn long before that date.
The London, Brighton and South Coast Railway was at the time using the South Eastern's Cannon Street as an auxiliary terminus, and this station was served also by the London and North Western Railway, while both the Great Western and the North Western used Victoria.
The latter station was opened in 1860, with the primary purpose of providing a West End terminus for the London, Brighton and South Coast and London, Chatham and Dover Railways.

Casebook: Jack the Ripper - The Birth of London's Underground
A plan was eventually evolved for an underground, steam-operated railway nearly four miles long between Farringdon Street and Bishop's Road, Paddington, following Farringdon Road and King's Cross Road to King's Cross, and then following the course of Euston Road, Marylebone Road and Praed Street to Paddington.
It was almost a case of electrification or die, for as steam lines their position was deteriorating rapidly in the face of competition from the recently-opened tube railways.
It was as if the authorities wished to wipe the memories of steam trains from the minds of their passengers, for stations and tunnels were thoroughly cleaned of accumulated layers of soot and grime, and there was much repainting of both lines as soon as possible afterwards.

The Railway was incorporated in 1853 as the ‘North Metropolitan Railway’ and was re-incorporated on 7 August 1854 as a mixed-gauge line: it was opened in January 1863 from a junction with the main line Great Western Railway (GWR) at Bishops Road, Paddington to Victoria Street (later Farringdon Street) in the City of London.
The oldest section of the ‘’’Metropolitan Railway’’’ (MetR) - the precursor of the Metropolitan Line - opened in 1863, running between Farringdon and Paddington, and was the world's oldest underground railway.
It included Tottenham Court Road, Camden Town, St Pancras, Kings Cross, Somers Town, Kentish Town, Euston, and part of Regent's Park.
