February 15, 2003, peace marches demonstrated the capacity of the peace movement to mobilize millions in the major cities of Europe, and hundreds of thousands in major cities of North America - which itself seems to be influencing the US position back towards the UN.
In February 2003 the effort to draft an 18th resolution in the UN Security Council was underway.

Marches from east and west Eugene converged en route to the federal building plaza at 7th and Oak.
The un-permitted march began at the State Capitol, wound through the Salem business district for over an hour, and then gathered under the clock tower on the beautiful Willamette University campus to hear messages of peace and opposition to the preemptive war doctrine of the Bush administration.

But the concerns in regard to the antiwar march were so "nonspecific" that the police themselves could not cite one.

I was curious about, um, pro-war memes, so I just checked and found that in the past four weeks InstaPundit has posted 14 times about "Old Europe" and 15 times about the "Axis of Weasels" — eight of the posts specifically about how cool it is that the phrase is spreading.
The tough doves want to unify the civilized world against emerging dangers by demonstrating the value of what Blair has memorably called "a new doctrine of international community." The two camps are marching into battle together, but their own conflicts have just begun.
For some reason, Brownstein didn't want to use the phrase "liberal internationalists," and I assume he had good reason, but there's got to be a better term than "tough doves." At any rate, since that's the camp I seem to be in, I'd sure like to see a better name for it.

Few remember the lesson of the 1935 "Peace Ballot", which showed 10 mm (out of 11mm questioned) Britons in favor of peaceful resolution of the Nazi Germany question, and opposed to to using force against Hitler.
I hope I ought to envy you, the wild sweet peace you enjoy, the simultaneous epiphany of universal human amity and accord, the melting of all world guns into memorial sculpture which took place on, say, Sept. 16, the miracle that occurred in place of the carnage I'm dreading today.
