February 19, 2003-Researchers at the University of Utah's John A. Moran Eye Center have identified a gene mutation responsible for a severe form of a blinding eye disease known as adult on-set foveomacular dystrophy, a form of macular degeneration.
The research, published in the February 2003 issue of the American Journal of Ophthalmology, could help eye doctors reduce the risk of blindness in families carrying the mutation.
Symptoms of the disease are very similar to a more prevalent blinding condition known as wet age-related macular degeneration (AMD).

Ed Smith suggested that the fees for the 2003 summer camp program should be adjusted to a level that would cover about 53 % of the current expenses stating that this fee structure would not need to be revised again for several years.
Ken Lehr reporting on the 2003 Summer Concert Series informed that the Township received notification that the auditoriums at East High School, Henderson High School, Fugett Middle School and Fern Hill Elementary School would not be available rain date sites for 2003 Summer Concert Series events.

On February 3, 2003, the Administration released its proposed budget for FY 2004 with sweeping changes affecting workforce education and training.
If the separate funds of WIA State Formula Grants and Employment Service funds at their current levels are totaled, and compared to Administration’s proposed figures for FY 2004, workforce funds would be reduced by $340.8 million, or 8.8%.
Youth Opportunity Grants received a sharp reduction in FY 2003 funding, but under the current FY 2004 proposal, these federal grants would receive an increase from the final PY/FY 2002 funding level.

This is, of course, every Cub fan’s 2003 nightmare, that Dusty Baker will be so enamored of the 35-year old Karros and the 32-year old Grudzielanek that the 24-year old Choi and 25-year old Hill sit on the bench.
I’ve said this a number of times, and so has every Cubs analyst with a brain in his head: the only effective way to use Karros is as the short side of a platoon with Choi, if you think Choi can’t hit lefties (and I don’t know whether he can or not).

The US Navy began its last training operations on Vieques at the beginning of February, and has promised to leave by May 1, having used the eastern third of the Caribbean island for military maneuvers since 1947.
The navy, which is moving its maneuvers to Florida and other areas on the US mainland, has said it will turn the Vieques base over to the US Department of the Interior for use as a wildlife refuge.
The indictment said KLA forces under Limaj's command held at least 35 Serb and ethnic Albanian civilians in the Lapusnik prison camp "under conditions that were brutal and inhumane." The forces beat, tortured and murdered a number of detainees, it added.
