Hong Kong’s government on Wednesday said it expected economic growth to dip as low as 4.5 per cent this year as official figures showed the territory’s gross domestic product grew by a better-than-expected 7 per cent in the final quarter of last year.
The government is to use around a third of the surplus to fund a series of minor tax cuts aimed largely at Hong Kong’s low and middle-income earners, including a populist move to halve the duty of wine and beer.
Hong Kong’s economy has been among Asia’s best performers in recent years, growing by 7 per cent in both 2004 and 2005.

Corruption, which is endemic to the mainland, is far more pronounced now than it was under the British and The Hong Kong economy is suffering from the regular rumblings from Beijing about altering the 'security' of Honkers and the original plan for the development of a democratic process.
Honk Kong is a bit of an embarassment for the Chinese govt really, and they would rather that Shanghai (a homegrown rather than foreign developed economic powerhouse) take the limelight.

Racing has always had a central role in being not only an interesting and enjoyable diversion for most of Hong Kong, regardless of race, but was also a medium for bringing all these races together.
Even in stuffy colonial Hong Kong, the Chinese were allowed to become members of the Hong Kong Jockey Club back in 1926, thanks apparently to Paul Chater, who was then chairman of the Club (and had been from 1892 until 1926).
Despite having moved to Hong Kong, the British population of the city actually loved their annual trips to Macau (in 1842 and 1843) for the racing; it was universally agreed that Macau was a much more healthy place.

Rather late in the day considering its the end of February and we were waiting for spring.
We took the ferry across to Macau (or Macao as the Portugese say) but were sorely disappointed by the worn down industrial look.
Macao's only highlight was the A-Ma temple (built into a rock hill) and the New Year celebrations (including noisy firework bursting) right outside.

There are many reasons (for instance, Hong Kong is much larger in size than Macao), but one of the dominant factors is governance.
Hong Kong, being a British colony, inherited much of the British common law legacy and the norm known as the "rule of law." Whereas Macao was run by Portuguese bureaucrats who were themselves educated and trained under a semi-fascist authoritarian regime, with no tradition like "judicial independence" whatsoever.
But such an example would also imply that to have a sound system of governance that actually works, one must first have the law/norm of liberty, etc. be "written in the heart" of the populace.
