Voices is a documentary film which brings forth the stories and testimonies of survivors of Taiwan's February 28th Incident, the 1947 uprising which led to the massacre of tens of thousands of Taiwanese by Chinese Nationalists.
The year 1987 marked the first public commemoration of the February 28th Incident (also known as the 2-28 Incident), and the rampant democratization in the ensuing decade encouraged the survivors to finally speak the stories of the brutal massacres.
Following the commemorative spirits and reawakening inspired by the 50 year anniversary of the February 28th Incident, the thirteen survivors in Voices share their experiences of growing up in the midst, then in the shadows, of the February 28th Incident.

The traumatic February 28 incident (1947) when thousands of Taiwanese were slaughtered by the KMT military left searing memories in the consciousness of native residents, and became the first marker in the development of a Taiwanese identity, Dreyer maintained.
According to Dreyer, the 1979 Kaohsiung incident, resulting from a mass demonstration and KMT’s crackdown, was another marker in the evolution of Taiwan’s identity.
Under the leadership of Taiwanese President Lee Teng-hui, a memorial to the victims of the February 28 incident was built in Taipei, and a “new Taiwanese” identity began to incorporate those residents coming from the mainland in the late 1940s as well as their children.
