The Federal Energy Regulatory Commission regulates and oversees energy industries in the economic, environmental, and safety interests of the American public.
The Federal Energy Regulatory Commission, or FERC, is an independent agency that regulates the interstate transmission of natural gas, oil, and electricity.

While much of the Commission's regulatory activity continues to be done in case-specific adjudications, the Commission has increasingly employed informal rulemaking as a critical process tool in pursuing these strategic goals and carrying out its statutory responsibilities.
After the Commission issues the final rule, which is expected by the end of 1999, it proposes to initiate a collaborative process to facilitate RTO formation that will involve jurisdictional and nonjurisdictional utilities, state officials and other affected interest groups through regional workshops across the country.
