The Federal Executive Council is the formal body holding executive authority under the Australian Constitution.
It is equivalent to the other Executive Councils in other Commonwealth Realms such as the Executive Council of New Zealand and is equivalent to the Privy Councils in Canada and the United Kingdom.
The Executive Council is presided over by the Governor-General of Australia and exists to "advise" (in reality to direct) the Governor-General in the administration of the government.

(a) An Invasive Species Council (Council) is hereby established whose members shall include the Secretary of State, the Secretary of the Treasury, the Secretary of Defense, the Secretary of the Interior, the Secretary of Agriculture, the Secretary of Commerce, the Secretary of Transportation, and the Administrator of the Environmental Protection Agency.
The Council shall be Co-Chaired by the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Commerce.
The Council may invite additional Federal agency representatives to be members, including representatives from subcabinet bureaus or offices with significant responsibilities concerning invasive species, and may prescribe special procedures for their participation.

The Executive Council is one of those arcane rituals so common in the Australian political system.
Section 61 of the Australian Constitution states that "the executive power of the Commonwealth is vested in the Queen and is exercisable by the Governor-General as the Queen's representative, and extends to the execution and maintenance of this Constitution, and of the laws of the Commonwealth."
Section 62 of the Constitution established the Executive Council as a body "to advise the Governor-General in the government of the Commonwealth." It stipulates that "the members of the Council shall be chosen and summoned by the Governor-General and sworn as Executive Councillors, and shall hold office during his pleasure."
