The purpose of the FIP is to clearly identify each program and service of the government or the Government of Canada in general.
There are numerous basic components of the Federal Identity Program: the Canada wordmark and two corporate signature types with national symbols and bilingual titles, all of which are rendered consistently.
When the FIP was first implemented, a similar signature without the pale on the flag's 'fly' (right) and was used until 1987.

The FIP policy, in concert with the Communications Policy of the Government of Canada, helps shape the "face" and the "voice" of government.
The authority of the FIP policy is derived from Section 7.1 (a) of the Financial Administration Act which permits Treasury Board to act on matters relating to general administrative policy in the public service of Canada.
In addition to the FIP policy, nine Treasury Board decisions aimed at strengthening federal presence and visibility are contained in a seperate document.
