There are no copyright restrictions on the FR as it is a work of the (The executive and legislative and judicial branches of the federal government of the United States) U.S. government.

The Code of Federal Regulations is an annual codification of the general and permanent rules published in the Federal Register by the executive departments and agencies of the Federal Government.
The Office of the Federal Register is also required to prepare an annual report entitled "Agencies and Functions of the Federal Government Established, Abolished, or Renamed by Legislative or Executive Action During the Calendar Year" and submit it by March 31 to the Senate Committee on Government Affairs and to NARA.

The poverty guidelines are sometimes loosely referred to as the “federal poverty level” (FPL), but that phrase is ambiguous and should be avoided, especially in situations (e.g., legislative or administrative) where precision is important.
The poverty guidelines are not defined for Puerto Rico, the U.S. Virgin Islands, American Samoa, Guam, the Republic of the Marshall Islands, the Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, and Palau.
In cases in which a Federal program using the poverty guidelines serves any of those jurisdictions, the Federal office which administers the program is responsible for deciding whether to use the contiguous-states-and-D.C. guidelines for those jurisdictions or to follow some other procedure.
