The FFGA mechanism caps the federal government’s share of the costs of new transit projects and provides a commitment from the FTA for a scheduled payout of federal discretionary funds, usually over a 4 to 7-year timeframe.
Because transit formula funds for smaller cities are distributed on a basis of population and population density, but don’t account for factors related to the level of service provided, these transit intensive systems are often stretched thin.
TEA 21 directed FTA to study this issue, and a report that analyzed possible changes to the funding formula was issued in September 2000.

I do agree this should be the last year for federal funding, and let the Mississippian's determine if it cost effective for a mass transit system to be paid for by the taxpayers.
I intend to help Coast Transit Authority as much as I can, I will tell the Federal Transit Administration that they have finally realized that by pouring federal money in a system, which is not needed, they will save the taxpayers money.

Johnson City Transit (JCT), a department of the City of Johnson City, began operations in 1979 as the first new municipal transit system in Tennessee since World War II.
