The term 'Federation' is often also used to refer to the series of historical steps or processes that took place in the 1890s which led to the inauguration of the Commonwealth.
It was adopted with the enactment of the Commonwealth of Australia Constitution Act in 1900 and the inauguration of the Commonwealth in 1901.

 Federation in tatters - National - smh.com.au
Federal systems are inevitably somewhat inefficient, duplicating some things and leading to squabbles about which level of government is responsible for others.
We could redefine the federal division of powers so that the national government has direct responsibility for the problems that demand national solutions in the 21st century and limit the powers that have undermined the position of the states.
A third option would be to accept the dominance of the Commonwealth and to accept that the states are largely responsible for delivering federally funded programs in accordance with federal conditions.

Co-operative Commonwealth Federation (CCF), founded 1932 in Calgary as a political coalition of progressive, socialist and labour forces anxious to establish a political vehicle capable of bringing about economic reforms to improve the circumstances of those suffering the effects of the GREAT DEPRESSION.
