After running from catastrophe to crisis, U.S. Department of Transportation Secretary Federico Peña now finds himself in the biggest quagmire of his political career.
Boyd said Peña would have taken a different position on ValuJet were it not for a study the DOT put out shortly before the crash.
Peña was either uninformed or indifferent about safety problems at ValuJet and other rapidly growing low-cost carriers.

 Peña's latest posting shows he's survivor - 1996-12-30
Federico Peña is proving to be a durable political warrior.
A revised story might be that Peña carried Clinton's water very well indeed in any number of instances but was undermined by poor staff work when the April ValuJet crash took place in Florida.
The bottom line is that Peña adds diversity and political street smarts to the Clinton lineup.
