Leiter then appears regularly throughout the series of books, providing welcome continuity; Bond becomes good friends with the American in a way which he does not with any other character and their reunions would become a highlight of many of the novels.
Leiter is introduced in the film as a shadowy figure, whom the audience is led to believe may be stalking Bond intent on some nefarious activity, before his actual identity is revealed.
Leiter was absent from the second film but by the time of Goldfinger the producers had appeared to revise their opinions of the character.

Leiter on the other hand was one of the major characters and its also rumored that there will be an american agent in the film so it would make sense to include Leiter.
We haven't seen Felix in over a decade, and with it being a reboot and everything, now is the perfect opportunity to bring that character back to the franchise.
Leiter was also a man who, despite his handicap, could never be satisfied with retirement or inactivity.

I liked him a lot as Leiter in that film and feel he was one of the highlights.
I am going to include Bernie Casey too Mister Asterix, I think he was a lot better as Felix Leiter than some of the actors in the EON series.

Leiter was always pretty cool, and they cast some up and comers from time to time.
To me the better Leiters were Rik Van Nutter in Thunderball or John Terry in Living Daylights if you gotta go with a young and cocky american Bond, and David Hedison (Live and Let Die, Licence to Kill) if you go for a more mature and serious one as portrayed in the novels.
Felix has always been a favorite character of mine in the novels but he's been a non-entity in the films.
