Felix Walker (19 July 1753 - 1828) was a Republican U.S. Congressman from North Carolina between 1817 and 1823.
Walker fought in the American Revolutionary War, then returned to Rutherford County, North Carolina, where he was clerk of the county court there from 1779 to 1787.
Back in 1820 Felix Walker, who represented Buncombe County, North Carolina, in the U.S. House of Representatives, was determined that his voice be heard on his constituents' behalf, even though the matter up for debate was irrelevant to Walker's district and he had little to contribute.

During the 16th Congress (1819–1821) Felix Walker, a representative from western North Carolina whose district included Buncombe County, carried on with a dull speech in the face of protests by his colleagues.
Walker later explained he had felt obligated “to make a speech for Buncombe.” Such a masterful symbol for empty talk could not be ignored by the speakers of the language, and Buncombe, spelled Bunkum in its first recorded appearance in 1828 and later shortened to bunk, became synonymous with claptrap.
The response to all this bunk seems to have been delayed, for debunk is not recorded until 1923.

Walker refused to yield the floor, informing his colleagues that his speech was not intended for Congress, but for his constituents at home in Buncombe County.
His statement was reprinted in a Washington paper the next day and the phrase “speaking for Buncombe” began to be used by other Congressmen and by journalists describing frivolous, self-serving speeches.

Although the courthouse was at Gilbertown, the first county court session to be held in Rutherford County was in the home of Colonel John Walker on Cain Creek.
