I gather that the ferry for which most of these cars are queued is very late and they have no idea when it will be in because of the fog.
I can't see the end of the ferry dock and that's only about 1000 feet in front of me. I can't even see the lights at the top of the pylons which raise and lower the landing ramp and they're mercury-vapor floodlights.
These are large ferries but apparently the cars queued have been there for two separately-scheduled ferry runs and I figure some of these folks are going to get home later than they thought.
