The fez originated in Fez, Morocco and was popularized in the Ottoman Empire in the 19th century.

Fes, Morocco - Wikipedia, the free encyclopedia
Fes or Fez (Arabic فـاس [Fās], French Fès) (located at 34°3′10″N, 4°58′58″W) is the third largest city in Morocco, after Casablanca and Rabat, with a population of 946,815 (2004 census).
Until the 19th century it was the only source of Fez hats (also known as the tarboosh), before they began to be manufactured in France and Turkey; originally, the dye for the hats came from a berry that was grown outside the city, known as the Turkish kizziljiek or Greek akenia (Cornus mascula).
Fez was a prime manufacturing location for leather goods such as the Adarga.

History House: Love a Fez: Part I
The conical fez replaced the sturdy turban as the hat of Turkish identity in the early nineteenth century, and, despite some quibbles, the Turks grew rather attached to it (of course, they were still the Ottomans back then).
His advisors duly noted that the three-cornered hat was supposed to reflect the Holy Trinity, at which point Mahmud wisely, if regretfully, dismissed the possibility of the hat gracing the closets and heads of his Islamic countrymen.
As innumerable, shoddy European hats came ashore and men were arrested for not wearing them it became apparent that this affront to Turkish dignity at the hands of the country's greatest savior could to last.
