At level 10 (prestige class levels), level advancement in a prestige class stops until the character's total character level (the sum of all class levels) is 20 or higher.
A character receives a -20% XP penalty for each non-favored, non-prestige class that is not within one level of the character's highest leveled class.
In another example, a dwarf fighter 13/ dwarven defender 7/ rogue 9 would have no XP penalty because fighter is the racially favoured class, dwarven defender is a prestige class, and rogue is the higest leveled class; there are no other classes that would cause a multiclass penalty.
