Perhaps the one meaningful distinction at present is the question of range: a bomber is generally a long-range aircraft capable of striking targets deep within enemy territory, whereas fighter bombers and attack aircraft are limited to 'theater' missions in and around the immediate area of battlefield combat.
The development of large strategic bombers stagnated in the later part of the Cold War both because of spiraling costs and the advent of the intercontinental ballistic missile, which was felt to have equal deterrent value while being much more difficult to intercept.
Strategic bombers are primarily designed for long-range strike missions against strategic targets such as supply bases, bridges, factories, and shipyards.

Fighters and Bombers may move their entire flight range to a friendly territory during the noncombat movement phase if they were not used in any combat missions in that player-turn.
Bombers and fighters are NOT subject to interception when they leave the target territory, since aircraft RETREATING from a battle are NOT subject to interception from enemy units which were part of that battle.
After any defending artillery fire is resolved, any defending fighters located in the same territory as the industrial complex under attack may INTERCEPT the attacking bombers and their escorting fighters for one round of interception combat.

A broadsword configured in a bomber role with a pair of weapons pods, can if engaged by another fighter eject the pods and regain its dog-fighting capability, a conventional bomber would not be do that, it would more likely be destroyed than a strike fighter.
Now the role for fighter bombers/ strike fighters is more one of close air support, or of hunting targets of opportunity.
Also an aerospace fighter is quite capable of engaging and destroying a atmospheric fighter of similar class, where a bomber would again be totally reliant upon an escort package.
