FIMBRIATION is an important item which I was hoping not to have to deal with until later, but it is fairly common, so I will mention it now.
This edging is referred to as the fimbriation, and is often seen in shields and flags, most notably in the white edging of the Union Jack.
In the less heraldically correct area of vexillology, fimbriation is often of one colour between a colour and a metal, such as is the case with the flag of the Faroe Islands (Argent, a Scandinavian Cross Gules fimbriated Azure).

This is hardly surprising, since the fimbriation is unnecessary for the 1963 version of the National Flag, whereas, it would be required to separate the 11th stripe of the 1950 flag from the field.
I have information that the blue fimbriation should be "no more than one-half the width of a red or white stripe", but I don't have any original documentation, and therefore, no way of confirming it.
The fimbriation would have been necessary when the Malaysian national flag, (canton), had 11 stripes and the bottom stripe was red.

I am awaiting confirmation but it would appear that the yellow fimbriation was indeed dropped on 3 November 1990 (as well as alterations made to the parrot).
I got the answer from the Dominica Academy of Arts and Sciences that the stars are without the fimbriation in a letter of 25 July 2003.
In the meantime there seems no doubt that the stars no longer have a yellow fimbriation, and (something of which I was also unaware) that the stars became dark green between 1981 and 1988.

The overall design and color scheme work for me. I'd remove the burns, as releana said, if he were rich he could have it replaced.
Not sure what fimbriation and saltire mean, but I think I am agreeing with melessqr that it may help overall to remove the yellow X to help the crown and feathers stand out more.

Rather than cross-post, it would be better if you asked the Webmaster to deleted one of the posts (i.e., the one in the Heraldic Art discussion area).
I am not sure I like the fimbriation (the red border) on the plate (the silver disc), but I definitely think the laurel leaves should be removed- they make it far too busy.
I think the blazon might be: Argent a cross throughout Gules cotised, overall at the fess point on a plate a boar's head erased Sable, langued Gules, in the dexter canton Azure a mullet Argent.

 The George Cross (Malta)
The arms of the cross have two levels, a higher level in the centre and a narrow lower level along the outer edges.
It is only on the straight edges (not around the cyphers), so I guess it is rather a detail of the cross than a fimbriation.
